#2 – Create A New User Profile

If you have another user profile with admin rights on the same PC, then you can begin creating a new user profile right away (skip to Step 1). Once you are in Safe Mode, open the Command Prompt in Admin mode. For this, open the Start menu, and type CMD in the Start search bar. From the search result, right click on the Command Prompt option, then click on Run as Administrator option from the right-click menu.

net user administrator /active:yes
